The operating plan

Seven stages. A gate at every hand-off.

0 of 7 stages marked complete

01

Establish the buying constraint →

2–4 working days; 4–8 internal working hours.

Exit criterion: a signed-off buying brief and a realistic decision calendar.

02

Count the environment and expose assumptions →

1–2 weeks; 12–24 hours.

Exit criterion: every critical business process has a technology owner and a known or explicitly unresolved coverage state.

03

Map obligations and promises →

3–5 working days; 6–12 hours, excluding specialist advice.

Exit criterion: a reviewed obligation register that distinguishes law, contract, standard and proposed change.

04

Specify how an incident will be handled →

1 week; 8–16 hours.

Exit criterion: named primary and backup contacts plus an approved action matrix.

05

Run a compact, comparable procurement →

2–4 weeks; 12–24 hours.

Exit criterion: an evidence-backed shortlist and a register of contractual exceptions.

06

Implement with an acceptance gate →

2–6 weeks; 20–50 internal hours, potentially much longer for fragmented estates.

Exit criterion: buyer-approved acceptance record with every exception owned and dated.

07

Demonstrate recovery and the first operating review →

1–2 weeks; 8–16 hours plus the actual restore exercise.

Exit criterion: a tested service, a recorded recovery result and a short funded improvement queue.

Effort estimates are editorial planning allowances, not measured industry averages or supplier commitments. The stages are an ordered plan, not a dated schedule; work can overlap.

Scope and qualifications

Research cutoff: 20 October 2026. Geography: United States unless expressly stated.

You can run much of the discovery and procurement yourself if someone has time, authority and access to the relevant records. The work becomes difficult where it needs specialist judgment, after-hours staffing, production changes or legal interpretation.

This is an original project plan for a US business with a small IT team. It is not a claim that a checklist makes a company secure. The sequence uses the broad governance-to-recovery structure of NIST CSF 2.0 guidance; all effort estimates below are editorial planning allowances, not measured industry averages or supplier commitments.

What should you have at the end?

The useful output is a working operating model, supported by evidence: a known scope, named responsibilities, a costed plan, an exercised escalation path and a demonstrated recovery.
