The useful output is a working operating model, supported by evidence: a known scope, named responsibilities, a costed plan, an exercised escalation path and a demonstrated recovery. A collection of policy templates alone does not establish those outcomes.
Create one controlled project folder with the following records. Keep credentials, raw incident evidence and sensitive system details in your approved secure systems rather than a broadly shared procurement folder.
| Record | Required contents | Accountable owner |
|---|---|---|
| Buying brief | Trigger, business impact, budget owner, decision date | Executive sponsor |
| Asset and service map | Users, endpoints, servers, cloud accounts, SaaS, sites, critical processes | IT lead |
| Coverage map | License, installation, configuration, operating owner, latest test | Security/IT lead |
| Obligation register | Legal entity, applicable rule or contract, evidence, reviewer | Legal/compliance |
| Response authority sheet | Allowed actions, approvals, out-of-hours contacts | Incident leader |
| Cost workbook | Quantities, rates, assumptions, one-off/recurring costs | Finance/procurement |
| Acceptance and exit plan | Pass criteria, exceptions, exports, revocation | IT and contract owner |
