Not necessarily. First establish what is licensed, deployed, correctly configured, monitored by a named owner and tested.
These are five different states. A license invoice proves entitlement; it does not prove that every server reports or that someone investigates suspicious identity activity. Provider compatibility is also specific: Expel's Microsoft MDR page is one example of a provider advertising service around an existing ecosystem, not evidence that every Microsoft feature or tenant is automatically included.
Create a row for each endpoint platform, identity directory, email environment, cloud account and critical SaaS application. Record license tier, technical owner, connected population, exclusions and last successful test. Ask bidders which existing investments they can use, which they require replacing, and why. Include migration effort and dual-running costs in the comparison. Avoid counting the same security module twice when it is already part of a broader subscription.
