Gate Pass evidence If not met
Applicable legal and data restrictions Accountable reviewer accepts the proposed data flows, access and contract terms Exclude or resolve before award
Safe response authority Written permissions and exceptions agreed with business/clinical/plant owners Do not grant broad authority; resolve the operating design
Required technical coverage All mandatory sources supported with a credible acceptance plan Exclude or explicitly change the brief before rescoring everyone
Reachable response and escalation Named roles, backup contacts and a usable out-of-hours process Treat as an unresolved operating gap
Responsible commercial agreement Required scope, material exclusions, charges, access and exit responsibilities are explicit Complete negotiation before award

A gate is pass, fail or unresolved. Unresolved is not a pass. Score a proposal for learning if useful, but do not recommend award until the must-pass conditions are satisfied. Counsel and the accountable business owner determine which obligations or risks are negotiable.
