Add the 12 responses. Apply the gates below before using the score band.
| Total | Meaning | Recommended next step |
|---|---|---|
| 0–11 | The decision lacks basic scope or ownership | Name a sponsor and assemble the contract, inventory and immediate response contacts |
| 12–23 | Several foundations exist, but proposals may still be incomparable | Complete the responsibility map and evidence gaps before final selection |
| 24–30 | Ready for structured evaluation with specific conditions | Run finalist scenarios, normalize cost and close material exceptions |
| 31–36 | Strong documented readiness to procure and oversee | Confirm contract details and acceptance evidence, then begin ongoing review |
Gate A: a zero on question 4 or 8 overrides any favorable band. Record “critical ownership or recovery gap” and escalate to the accountable sponsor before describing the plan as ready.
Gate B: any other zero becomes a mandatory open issue with an owner and resolution date. A high total cannot erase an unmet legal or operational requirement.
Gate C: suspected active compromise takes priority over the quiz. Use the existing incident path and appropriate responders; this is a planning tool.
